Port Entry Policies
On January 13, 2009, the Transportation Safety
Administration Transportation Worker Identification Credential (TWIC)
program was implemented at the Port of New Orleans. All individuals
desiring access to a tenant operated maritime facility are required
to have a TWIC in their possession, or be under the escort of an
approved Port of New Orleans TWIC holder. Approved escorts must
comply with the Maritime Transportation Security Act (MTSA).
Persons needing to enter non maritime facilities within the Port of
New Orleans are not required to have a TWIC in their possession, but
are required to have valid picture identification on their person.
For individuals, not in possession of a TWIC, needing to transport
cargo into or out of a tenant operated facility please refer to the
link at the bottom of this page labeled “TWIC Escorting
Procedures…” for specific information.
Neither the Port of New Orleans nor its lease
holding tenants recognize or accept third party trained TWIC escorting
companies. Port of New Orleans escort authority is only considered
valid when the individual doing the escorting is working directly on
the behalf of the Port of New Orleans or one of its tenant lease
holders. Once the individual(s) or company have completed their
transactions with the Port, and or its lease holders their authority
to escort non TWIC holding individuals onto the Port is suspended.

Approved TWIC Escort, the individual must be employed in one of the
below listed work areas :

restricted areas

Licensed Steamship agents

Licensed Transportation services

Regulated
public utilities
-

Chaplains

Port of New Orleans Employees

Port
of New Orleans Consultants/Sub-Contractors
The Port of New Orleans offers TWIC escort
training for qualified individuals via the Harbor Police Department.
The training class teaches its participants the specific security
awareness fundamentals and responsibilities of being a Port of New
Orleans TWIC escort. The duration of the training class is
approximately one hour and fifteen minutes. TWIC escort training
classes are scheduled on an as needed basis.
